संयोग हो वा सल्लाह गरेरै हो, संसारका सबैभन्दा शक्तिशाली र ठूला दुई लोकतान्त्रिक मुलुक अमेरिका र भारतको नेपालसम्बन्धी विज्ञप्ति एकै दिन आएको छ।
गएराति सेप्टेम्बर १४ तारिखका दिन दुवै मुलुकका विदेश मन्त्रालयले एकै पटक नेपालको संविधान निर्माण प्रक्रियाको विषयमा वाशिंटन र नयाँ दिल्लीबाट विज्ञप्ति निकालेका छन्। भारतको विज्ञप्ति विदेशमन्त्री सुष्मा स्वराज स्वयंले जारी गरेकी छन् भने अमेरिकी विज्ञप्ति विदेश मन्त्रालयका प्रवक्ता जोन किर्वाईले निकालेका छन्।
यी दुवै विज्ञप्तिमा जारी संविधान निर्माण प्रक्रियाको स्वागत गरिएको छ र सबै पक्षलाई समेटेर अघि बढ्न आग्रह गरिएको छ। तराईमा अहिले जारी हिंसालाई पनि दुवै विज्ञप्तिले छोएका छन्। अमेरिका र भारत दुबैले बिना हिंसा र शान्तिपूर्ण बाटोबाट समस्याको समाधान गर्न अपिल गरका छन् र सकेसम्म धेरै पक्षको सहमतिमा संविधान जारी गर्नुपर्ने बताएका छन्।
स्वराजले निकालेको सधैभन्दा लामो विज्ञप्तिमा भनिएको छ, ‘पछिल्ला केही दिनमा संविधानसभाले धेरै विवादित बिषयहरु सुल्झाएर संविधान निर्माण प्रक्रियामा हाँसिल गरेको प्रगतिको हामी स्वागत र प्रसंशा गर्दछौं।’
देशका विभिन्न भागमा घटेका हिंसात्मक घटनालाई लिएर स्वराजले विज्ञप्तिमा भनेकी छन्,‘नेपालको विभिन्न भागमा भइरहेका प्रदर्शन र बिरोधप्रति भारत सचेत छ। दुखद् हिंसाका घटनाले नेपालको आत्मालाई फेरि एकपटक हल्लाएको छ। हिंसाको सिकार नागरिक वा सरकारी कर्मचारी जोभए पनि रगत नेपालीको बगेको छ।’
बक्तव्यमा स्वराजले थप भनेकी छन्, ‘यो पृष्ठभूमिमा (हिंसात्मक घटनाको), हामी सबै राजनीतिक शक्तिलाई लचकता देखाउन आग्रह गर्छौं ताकि मतभेदका सबै बिषयहरु हिंसारहित वातावरणमा सकेसम्म सबैलाई समेटेर बार्ता मार्फत हाल गर्न सकियोस।’
अमेरिकी विदेश मन्त्रालयका प्रवक्ता किर्वाईले बक्तब्य भनेका छन्, ‘नेपाल संविधान लेखन र जारी गर्ने प्रक्रियाको अन्तिम घडिमा आइपुग्दा भैरहेका बहसहरुलाई अमेरिकाले नजिकबाट हेरिरहेको छ। लोकतान्त्रिक संक्रमणको अन्त्य गर्ने र आर्थिक विकासको आधारशिला तयार गर्ने यो प्रक्रियाको महत्वलाई संयुक्त राज्य अमेरिकाले बुझेको छ।’
संविधानमा सकेसम्म धेरैको समर्थन हुनुपर्ने र यसले लैंगिक समानता र आधारभूत स्वतन्त्रता जस्ता मौलिक हकहरु समेटेको हुनुपर्ने अमेरिकाले जनाएको छ।
मधेशमा जारी हिंसालाई इंगित गर्दै बिज्ञप्तिमा भनिएको छ, ‘हामी सबै नागरिकलाई शान्तिपूर्ण र अहिंसात्मक हिसावले आफ्ना कुराहरु राख्न र सुरक्षा फौजलाई संयम अपनाउन अनुरोध गर्छौं।’

India has always supported peace, stability, unity and development of Nepal. In the last two decades, we all have witnessed violence, instability, internal struggle and political discord in Nepal, as well as its negative consequences. Nepal had not yet emerged from this crisis, when a major earthquake in April 2015 wreaked havoc and caused major destruction in the country.
Whether the crisis is political or natural, Government of India has always desired prosperity and well-being of Nepal, and considers itself duty-bound to stand by Nepal in any adversity.
For the last few months, the political leadership of Nepal has been intensively engaged in the critically important task of Constitution drafting, through mutual consultations and dialogue.
Encouraging voices were heard from Nepalese leaders from afar that the Constitution will carry along all regions and sections, and will become the focal point of a progressive, modern and united Nepal. Coming from all the political leaders, these voices make all of us in India very happy.
The Nepalese political leadership has shown wisdom and maturity in overcoming several challenges over the last few years, resulting in substantial gains in the peace process and consolidation of inclusive multi-party Constitutional democracy through two successful elections. We laud the achievements that Nepal has made in the peace process.
We welcome and commend the recent progress achieved by the Constituent Assembly in the Constitution-drafting process wherein several contentious issues have been resolved.
India is concerned over the ongoing protests and strife in several parts of Nepal. Horrific violence has once again shaken Nepal’s soul. Whether the victims are Nepali citizens or government officials, the blood spilt in all the incidents was Nepalese. When Nepal is yet to come out of the tragedy of the earthquake, these developments would hurt any humanitarian country in the world.
In this context, we urge continuing flexibility on the part of all the political forces so that any outstanding issues are addressed through dialogue and widest possible agreement, in an atmosphere free from violence. A Constitution, which is fully owned by and accommodates the aspirations of all regions and sections of the Nepalese society, will lay a durable foundation for a peaceful and prosperous Nepal and will become the focal point for Nepal’s bright future.
Nepal’s political parties, organizations and intellectuals have always displayed maturity and foresight in times of crises. It is only with their continued leadership and wisdom that Nepal can overcome its current difficulties. A durable and resilient Constitution is necessary to build a modern Nepal. We hope that Nepal’s leaders will leave no stone unturned in their efforts.
Government of India is committed to further strengthening its close and cordial relations with the Government and people of Nepal and will continue to provide all support and assistance, in accordance with the aspirations of the people of Nepal for peace, stability and socio-economic development.

The United States is closely following the debate as Nepal approaches the final stages of drafting and promulgating its constitution. The United States recognizes the utmost importance of this process for the Nepali people and for cementing Nepal’s democratic transition and providing the foundation for economic development.
As the vote in the Constituent Assembly continues, we hope that the document that emerges embraces the creativity, inclusiveness, and flexibility that will build a peaceful and prosperous Nepal. The constitution should have the broadest possible support and the outcome should honor fundamental rights such as gender equality and basic freedoms.
We urge citizens to engage through peaceful, non-violent means, and call on the Nepali security forces to exercise restraint in responding to protests.
